Are you sure this isn't a lost Fletcher Hanks comic? The artwork and plot (such as it is) seems to be very much his speed.

I actually think this artist is better than Fletcher Hanks, to be honest. The Internet says the "Landor" artist is Bob Powell, who definitely was better than Fletcher Hanks, but wouldn't develop his own style for a few years (here he seems to be swiping somebody swiping Alex Raymond).
