Suggestion? Don't let the con give/loan you a phone. This would create obligations in the minds of some, and yes, your 'why are you asking me?' contact would explode.
I might suggest you yourself stop by WalMart and buy a burner phone that you can reactivate every year, so it's YOUR 'con use' phone, with zero strings and zero obligations.
If ConCom wants you available and accessible, they can give you a walkie that you can forget to charge. :)
